The 40th and 41st Association of Southeast Asian Nations (ASEAN) Summits, held in Phnom Penh, Cambodia over November 10 to 13, 2022, took 15 decisions. Observers were surprised that ASEAN leaders took more decisions at a broad level without implementing the Five-Point Consensus agreed upon in the prior emergency meeting, which was attended by Senior General Min Aung Hlaing of the Myanmar military.
There are also voices questioning whether ASEAN did this to either give more space to the military leader by ignoring the cries of Myanmar people who are against the military coup, to appease the Myanmar people after treating the military leader with respect, or to prolong the coup. Fearing the Myanmar coup leader’s possible resentment, ASEAN leaders issued a 15-point statement on November 11, pointing to the review of their Five-Point Consensus and other decisions to be made.
