The SSPP/SSA, which had been engaged in informal talks with the military junta, distanced itself from the junta starting in the third week of July 2023 due to pressure from the military junta to withdraw its 10 military positions in Laihka Township, Shan State (South). It also declined to attend the military junta’s peace conference, stating that it was not ready.

On 3 May 2024, the SSPP/SSA announced its decision to fight the military junta, stating that there was no longer a political solution to achieve a genuine democratic union through a negotiation table. “The successive military juntas have swallowed up ethnic minorities and have not complied with the points they agreed to and signed in the Panglong Agreement. After the military seized power, the political situation in Myanmar has made it completely impossible to negotiate and find a solution through a negotiation table. Since the situation has completely deteriorated, we had to choose the path of armed revolution,” said SSPP/SSA Vice Chairman Lieutenant General Sao Khun Hseng. 5

According to a statement released after the SSPP/SSA’s central committee meeting, which took place from 23 to 28 July 2025, they focused on reviewing political and military situations, as well as the administrative situation in the areas they control. They released a statement after the meeting saying that they would work toward building ethnic unity based on the principle of peaceful coexistence, mutual respect, and mutual assistance. The SSPP/SSA believes that a long-term peaceful coexistence can only be achieved by avoiding a narrow-minded approach that focuses on a single group, a single race, or a single region, whether militarily or politically, and instead working on a comprehensive approach that includes all ethnic groups and all regions.

After the military coup, , there were up to 40 armed clash events between the Restoration Council of Shan State (RCSS/SSA) and the SSPP/ SSA. The number of battles between these two Shan armed resistance organizations is even higher than the number of battles between the SSPP/SSA and the military junta or other ethnic armed revolutionary organizations. Although the leaders of both sides decided to cease fire on 29 November 2023, the fighting between the two sides has continued into 2024 and 2025. The battles between the SSPP/SSA and the PSLF/ TNLA and MNTJP/MNDAA are usually resolved at the Federal Political Negotiation and Consultative Committee (FPNCC)’s negotiating table.
