The Ta’ang National Liberation Army (TNLA) announced on 10 January that it will strive for the establishment of a people’s government, allowing local people to participate, in areas under its control during “Operation 1027” as soon as possible.

During the annual meeting held from 3 to 7 January at Palaung State Liberation Front (PSLF)/TNLA Temporary Headquarters, it was decided to expand the Ta’ang (Palaung) Army into nine brigades. Additionally, they agreed to organize the controlled towns into five districts, encompassing 18 towns, for administrative convenience, according to the TNLA’s statement.

In its statement, the TNLA announced that it will oversee the management of security, rule of law, education, and health in 12 controlled towns. Efforts will be made to establish a people’s government as soon as possible, allowing local people to participate.

At the meeting with the ward administrators, the TNLA stated that it would make efforts to establish a public government in 2025. However, I haven’t seen anything about its formation so far this year. It has been more than a year, and there are still many requirements to address. If they can implement it quickly and consistently, it could be beneficial for the people and all parties involved,” said a local man from Namhkam.

At the TNLA’s annual meeting in February 2024, it was announced that efforts would be made in 2025 to establish a public administration government in the controlled towns.

The TNLA states that, as the revolutionary forces launch an offensive against a common enemy, the military council is experiencing a series of historic defeats. This presents an opportune moment for the revolutionary forces to unite and accelerate the momentum of the revolution in order to achieve victory.

In the first phase of Operation 1027, the TNLA captured 12 towns, including seven towns—Namhsam, Manton, Namhkam, Namtu, Kutkai, Monglon, and Mongngaw—and five towns in the second phase: Mogok, Mongmit, Nawnghkio, Kyaukme, and Thibaw. The TNLA has begun implementing administrative mechanisms in these 12 captured towns.

On the other hand, the TNLA announced on 25 November that it respects and acknowledges the Chinese government’s efforts to stabilize the border and intervene for the cessation of fighting. It also expressed its readiness to meet with the military council to end the military conflict.
