Banmauk Township People’s Administration warns govt staff to join CDM from 2025

The Banmauk Township People’s Administration Team has distributed announcements throughout the wards on 16 December, requiring all non-CDM civil servants (those who have not joined the Civil Disobedience Movement) in Sagaing Region’s Banmauk Township to join the movement starting 1 January 2025.

According to local residents, the announcement states that civil servants who do not participate in CDM from the start of 2025 will face strict punitive measures.

“They (PDF members) came to distribute it yesterday. There are still some civil servants in town. Some have fled as well,” a Banmauk resident said.

The same resident added that while the announcement mentions legal action against those who don’t join CDM, it does not specify which sections of law would be applied.

The announcement indicates that non-CDM staff who choose to join the movement, they will have to disclose all departmental documents and public property to the National Unity Government (NUG).

In addition, the notice requires the systematic handover to People’s Administration Team of all government departmental and local assets, whether owned, transferred, stored, or designated for use.

According to local sources, only a small number of staff remain in Banmauk town, primarily in the General Administration Department, healthcare, and education sectors.

While the military council’s administrative mechanisms remain only within Banmauk Township, ethnic armed organizations and joint forces of the Kachin Independence Army (KIA) and PDF control the larger township area.
