The state government has been formed with the participation of revolutionary forces, political groups and civil society organizations, said Karenni leaders at a ceremony to launch the paper.

The preliminary launch of the paper titled “Federalism from the Ground Up: The Karenni Model of Nation-State Building” took place on 9 October.

U Banyar, Secretary-2 of the Karenni State Interim Executive Council (IEC), stated, “EROs, CSOs, and youths were involved in drafting interim measures. It took us 8 to 10 months to complete this process, and we established the IEC as a model of federal government after its approval.”

General Secretary of Kayan Women’s Organization (KyWO) Mular Kawren Teh said: “One of the key factors that led to the emergence of the state government was the representation of various civil society organizations along with the armed revolutionary organizations.”

Mular Kawren Teh said: “When they lead political and public administrative efforts and take initiatives, the representation of Karenni’s civil society organizations is evident at every stage of the administrative bodies—both in the Karenni State Consultative Council (KSCC) grouping and in the IEC grouping.”

Since the military coup, not only has the state’s administration collapsed, but many sectors have also suffered significantly. Despite these challenges, we have successfully established a government in Karenni State without dictatorial interference, thanks to the efforts of various civil society organizations and armed groups in the state.

Regarding the efforts of CSOs together with the armed revolutionary organizations to form a state government, General Secretary Mular Kawren Teh of the KyWO said: “Looking back on the journey of this Spring Revolution, we cannot forget the role and efforts of Karenni CSOs are unique and they have continuously played an important role.

“The fundamental political ideology of civil society organizations, along with their leadership and political initiatives, is integral to the revolutionary and political process in Karenni State, and also influence every step of our development throughout this process,” Mular Kawren Teh said.

In response to the military coup, civil society organizations, along with various groups, including youth and women’s organizations in Karenni State, united in strong protest movements and actively participated in peaceful demonstrations.

As the military council troops violently suppressed peaceful demonstrations, the majority of the people chose the path of armed resistance.

After that, they were able to conduct strong and enough discussions among the various relevant forces which reached different revolutionary areas, and they were also able to form a state government.
