AA bolsters civil service to rebuild Arakan State

The Arakkha People’s Revolutionary Government is actively recruiting personnel to serve in public service sectors such as education, healthcare, municipal administration, taxation, and firefighting in Arakan State, according to sources within the Arakan healthcare community.

The Arakha Army (AA), which controls most of Arakan State’s territory, has established the Arakkha People’s Revolutionary Government and is working diligently to strengthen administrative systems and ensure the operation of various departments.

In recent days, the Arakkha People’s Public Health Department has been inviting applications from both former healthcare workers and new recruits to fill positions, the Arakan healthcare community reported.

A man closely associated with the healthcare department said: “The healthcare department has been calling for applications from former healthcare workers to appoint them as permanent staff. They are also recruiting young people as Public Health Supervisor (Grade 2) trainees. These trainees will undergo an eight-month training program, after which they will be assigned to roles designated by the healthcare department.”

Currently, the Public Health Supervisor (Grade 2) positions are open to young people aged 18 to 30 who have passed the matriculation exam, sources confirmed.

In addition, other departments, including education, taxation, municipal administration, and law enforcement, are also recruiting both former employees and young new hires to fill roles.

Last month, schools were reopened for the 2025–2026 academic year in AA-controlled townships. The Arakkha Education Department recruited former teachers and staff to ensure the education system operates systematically, following the closure of schools due to fighting since late 2023. The education community noted that these efforts aim to restore regular school operations.

The recruitment of personnel across departments, including healthcare, reflects the revolutionary government’s efforts to function as a fully operational administration, according to Arakanese political observers.

An observer on Arakan affairs said: “The AA is recruiting departmental staff in the areas they control, assigning them to relevant departments. We’ve seen this before with education staff, and now they’re recruiting healthcare workers as well. This shows their effort to operate as a regular government in the areas they hold. I see it as them exercising their authority to build the Arakan State they envision, doing what’s necessary for that goal.”

The Arakha Army has seized control of 14 townships in Arakha State and Paletwa Township, where it is implementing administrative, judicial, and public service operations to ensure the regular functioning of Arakan State.

Meanwhile, clashes continue in Sittwe and Kyaukphyu Townships, according to local sources.
