Based on the interim arrangements for Karenni State, the KSCC is designated as the highest political leadership body during the revolutionary period while a federal union is being built. The KSCC has outlined five political objectives: the abolition of the 2008 Constitution, the eradication of military dictatorship and all forms of authoritarianism, the establishment of a Federal Democratic Union, the creation of a state constitution, and the full exercise of self-determination rights. The KSCC is advancing rapidly toward its objectives, which include establishing a Karenni State government under a collective leadership model, creating a constitutional framework that balances legislative, administrative, and judicial powers, and ensuring that various groups within Karenni State actively and practically participate in the state’s political and strategic processes.

The momentum of the KSCC is said to be very fast, driven by goals such as establishing a Karenni State government with a collective leadership system, creating a structure that can mutually regulate the legislative, executive, and judicial powers, and enabling various forces within the state to collaborate on political strategic processes.

Over the four years since its establishment, the KSCC has made significant strides, including approving transitional measures, establishing and operating legislative, administrative, and judicial bodies, and forming the Karenni State Transitional Constitution Drafting Committee, with plans to finalize the first draft by 2025. Additionally, KSCC has been actively forming committees to develop necessary policies, engage in international relations, and facilitate political negotiations.

A notable development is that the KSCC was able to expand its membership to include representatives from two Ethnic Resistance Organizations and Civil Disobedience Movement (CDM) public servants from within Karenni State. It also succeeded in reaching common political agreements with resistance forces outside the state. In this regard, the KSCC has not fallen behind in its proposal for a Bottom-Up Federalism approach, which advocates for a strong union built upon strong states and federal units.

On 22-23 November 2024, the KSCC successfully hosted the first- ever political dialogue within Karenni State that included all Karenni forces. KSCC Chairman U Aung San Myint stated that more comprehensive dialogue will continue. The KSCC also says it will carry out policy guidance and political leadership for the transitional and federal union-building periods alongside its three pillars of interim governance. It will continue to cooperate with the NUCC, NUG, and other political or revolutionary forces. 9

The political leadership of the KSCC combined with the military and political developments within the Karenni region, makes it a compelling actor to watch.
