Interim charter measures approved at the People’s Congress

The Federal Democracy Charter Part-1, Part-2 and the interim charter measures were approved after a three-day first people’s congress of the National Unity Consultative Council (NUCC).

The NUCC organized the first people’s congress from January 27th to 29th.

U Tu Kyaw Hlaing from the General Strike Committee said: “We approved this charter with the nod from 33 member organizations. We carried out the amendments of and additions to this charter from May, 2021 till early this year. We released the amended points on March 31st, 2021. We formed a working committee to amend it. We made a lot of amendments. We finally approved it through a thorough discussion.”

The formation of the NUCC with 33 organizations which represent five groups was approved at the congress.

“Another point is that the mandates of 33 member organizations have been drafted. They will have authority, accountability and responsibility.” he added.

The people’s congress denounced the war crimes, the crimes against humanity and genocides committed by the military council during the one-year attempted coup. An agreement was reached at the congress to make efforts to take action against the junta through the International Criminal Court (ICC) and the UN Security Council. The congress also called on the international community to ensure the emergence of a safe zone for civilians.

Replying to the question of how the National Unity Government (NUG) and the NUCC will deal with human rights violations, tortures and killings, U Tu Kyaw Hlaing said: “The NUCC has a joint coordination committee (JCC Federal). We drafted the processes for rehabilitation. The rehabilitation covers the emergency rehabilitation program for livelihood, education and health which are the major requirements for the public and the long-term rehabilitation program.”

The first people’s congress was attended by the Committee Representing Pyidaungsu Hluttaw (CRPH), elected candidates, representatives from the political parties, the unions, women, youths and ethnic minority organizations, the CSOs, Civil Disobedience Movement (CDM) organizations, the public strike organizations and the EAOs.

Also present at the congress were the delegates from interim period State, Federal Unit, Ethnics Representative Committee, the members of the NUG, international guests and observers, totaling 388.

The 2nd People’s Congress is scheduled to take place in the next six months. The scheduled date may be subject to change due to the various circumstances.
